When terrorists strike the city, blowing up the San Francisco Bay Bridge, 17-year-old techno whiz Marcus Yallow is in the wrong place at the wrong time. In the chaos and confusion that follow the attack he is arrested as a possible terrorist suspect by the Department of Homeland Security, put into a secret prison, mercilessly interrogated, and tortured.

When the DHS finally releases him, San Francisco has turned into a police state: every citizen is treated as a potential terrorist, surveillance is everywhere, as are Homeland Security agents.

However, Marcus cannot accept a government out of control that takes away basic civil rights. He wants to fight back. He wants to stop the DHS all by himself.
